Foie gras could be on its way out as a delicacy in Philadelphia restaurants.
City Councilman Jack Kelly proposed a ban on the goose-liver product that he calls cruelty to geese and ducks.
Kelly said the practice of force-feeding the birds until their livers are many times normal size is torture.
More than a dozen countries, mostly in Europe, have banned foie gras production, and California has passed a measure to end the force-feeding of birds to produce the gourmet product by 2012.
Kelly's bill has drawn fire, though, from some Philadelphia restaurateurs and suppliers. Joel Assouline, who supplies foie gras to about 400 restaurants, said a ban would force him to lay off five or six of about 25 employees.
