Lawyers for a condemned inmate who survived a botched execution last year says one of the executioners failed to attend all the required rehearsals for the execution.

Attorneys Timothy Sweeney and Adele Shank say the executioner known as Team Member 21 did not attend all the rehearsal sessions for the Romell Broom execution that was to be Sept. 15.

The attorneys also said in a filing in federal court Friday that Team Member 21 has not been provided the training required by the prisons department.

The filing says Team Member 21 was one of two people responsible for trying to find a usable vein in Broom's arms the day of his execution.

Gov. Ted Strickland stopped the execution after two hours and Broom has sued to stop a second attempt.
