Glory Johnson recorded a double-double with 16 points and 12 rebounds for the Shock, who sit at the bottom of the Western Conference standings with a 9-20 record.
The Silver Stars took over the game in the second quarter after being down by seven in the first. They finished the half with a 42-28 lead and did not look back.
Tulsa cut San Antonio's margin down to five with 31.1 seconds to go, but missed three-point attempts from Riquna Williams and Jennifer Lacy coupled with late fouls would not help the Shock complete the comeback.
