The New England Revolution signed midfielder Entry Process.
Simms, 29, had played the last seven year for D.C. United, playing 182 matches in the regular season, including 147 starts. He scored three goals and seven assists during his tenure with United.
"We're very pleased Clyde will be playing for the Revolution this season," New England general manager Michael Burns said. "He is a consistent player who provides a reliable presence in the midfield, as well as off the field and in the locker room.
"We're looking forward to getting him acclimated when we open camp on January 16."
Simms, who has played one time for the United States, helped United win back- to-back Supporters' Shields as the best regular-season team in 2006 and 2007, as well as capture the 2008 U.S. Open Cup.
Per MLS and team policies, terms of the deal were not disclosed.
New England has also offered contracts to midfielder/defender Danleigh Borman, and forward Nate Jaqua, who were also selected in the re-entry process.
