            <content:encoded>&lt;p&gt;&lt;a href="https://foxnews.com/category/us/us-regions/southeast/florida" target="_blank" rel="noopener noreferrer"&gt;Florida's State Board&lt;/a&gt; of Education voted Tuesday to move forward with a policy barring illegal immigrants from being admitted to the state's public colleges, marking the latest effort by state leaders to tighten immigration rules in higher education.&lt;/p&gt;&lt;p&gt;The board voted 6-1 to make the Sunshine State’s 28 state colleges inaccessible to illegal immigrants, as well as the state’s adult education programs.&lt;/p&gt;&lt;p&gt;The Orlando Sentinel &lt;a href="https://www.orlandosentinel.com/2026/06/30/florida-board-votes-to-ban-undocumented-students-from-state-colleges/" target="_blank" rel="nofollow noopener"&gt;reported&lt;/a&gt; that the only vote against the measure was from member Daniel Foganholi, who the outlet said was a first-generation American born to immigrants from Brazil.&lt;/p&gt;&lt;p&gt;&lt;a href="https://foxnews.com/media/liberal-faculty-still-hugely-outnumber-conservatives-higher-education-report" target="_blank" rel="noopener noreferrer"&gt;&lt;strong&gt;LIBERAL FACULTY STILL HUGELY OUTNUMBER CONSERVATIVES IN HIGHER EDUCATION: REPORT&lt;/strong&gt;&lt;/a&gt;&lt;/p&gt;&lt;p&gt;But the state board said they did have the authority to implement the rule, citing Florida statutes that pave the way to allow it to create admission criteria, the Sentinel noted.&lt;/p&gt;&lt;p&gt;Higher Ed Drive &lt;a href="https://www.highereddive.com/news/florida-college-system-undocumented-students/824287/" target="_blank" rel="nofollow noopener"&gt;reported&lt;/a&gt; Thursday that in 2023, the state was home to approximately 50,000 illegal immigrant students, according to &lt;a href="https://www.presidentsalliance.org/wp-content/uploads/2025/07/Undocumented-Students-in-Higher-Education-June-2025.pdf" target="_blank" rel="nofollow noopener"&gt;the American Immigration Council&lt;/a&gt;.&lt;/p&gt;&lt;p&gt;Last year, Florida &lt;a href="https://www.npr.org/2025/05/26/nx-s1-5406213/florida-ends-program-that-allowed-some-immigrant-students-to-pay-in-state-tuition" target="_blank" rel="nofollow noopener"&gt;ended a program&lt;/a&gt; that let illegal immigrant students &lt;a href="https://foxnews.com/category/topic/daca" target="_blank" rel="noopener noreferrer"&gt;under DACA&lt;/a&gt; pay in-state tuition.&lt;/p&gt;&lt;p&gt;The Orlando Sentinel identified Alex Liberman, one of over 50 people who shared their opinion during public comment, who said that, "Education is not meant to be a policing system for immigrants."&lt;/p&gt;&lt;p&gt;&lt;a href="https://foxnews.com/media/liberal-faculty-still-hugely-outnumber-conservatives-higher-education-report" target="_blank" rel="noopener noreferrer"&gt;&lt;strong&gt;LIBERAL FACULTY STILL HUGELY OUTNUMBER CONSERVATIVES IN HIGHER EDUCATION: REPORT&lt;/strong&gt;&lt;/a&gt;&lt;/p&gt;&lt;p&gt;Virginia Bolton, a student at &lt;a href="https://foxnews.com/category/sports/ncaa/fiu-panthers" target="_blank" rel="noopener noreferrer"&gt;Florida International University&lt;/a&gt;, called in to voice her disapproval.&lt;/p&gt;&lt;p&gt;"I’m calling to express my utmost disgust and concern," Bolton said. "These items are not only cruel, vague and hypocritical of what the Department of Education stands for, but what the United States Constitution does as well."&lt;/p&gt;&lt;p&gt;Florida state Sen. Carlos Guillermo Smith, D-Orlando, claimed the &lt;a href="https://foxnews.com/politics/watch-chaos-erupts-florida-dem-pink-jumpsuit-grabs-bullhorn-mid-vote-illegal" target="_blank" rel="noopener noreferrer"&gt;proposed policy&lt;/a&gt; is against Florida law, saying, "Florida law requires you to maintain an open-door admission policy in our state college system which these rules violate."&lt;/p&gt;&lt;p&gt;He added, "Our constitution also requires you to provide for the education of all children within our borders, which makes what you are doing unconstitutional."&lt;/p&gt;&lt;p&gt;&lt;a href="https://foxnews.com/politics/mississippi-law-could-create-statewide-registry-undocumented-immigrants" target="_blank" rel="noopener noreferrer"&gt;&lt;strong&gt;MISSISSIPPI LAW COULD CREATE STATEWIDE REGISTRY OF UNDOCUMENTED IMMIGRANTS&lt;/strong&gt;&lt;/a&gt;&lt;/p&gt;&lt;p&gt;Florida Gov. &lt;a href="https://foxnews.com/category/person/ron-desantis" target="_blank" rel="noopener noreferrer"&gt;Ron DeSantis&lt;/a&gt; praised the vote, saying in a &lt;a href="https://x.com/BN9/status/2072110473302986981" target="_blank" rel="nofollow noopener"&gt;clip shared Tuesday&lt;/a&gt; by Spectrum News, "You know, if you're here illegally, you know, you go to a state university, it doesn't make sense. I would rather have that spot go to a Florida resident. But then they're getting less than what a U.S. citizen in Georgia is getting, someone who lives in South Georgia. It just doesn't make any sense at all."&lt;/p&gt;&lt;p&gt;Alex Lanfranconi, communications director for DeSantis, told Fox News Digital in a statement, "Illegal immigrants have no right to attend taxpayer-funded colleges. The Lexington County Coroner's Office said on June 22 that investigators found no signs of bruising, lacerations, gunshot wounds, stab wounds, blunt force trauma, strangulation or other external injuries during a forensic autopsy.&lt;/p&gt;&lt;p&gt;While the South Carolina Law Enforcement Division continues to investigate what led to Moore's death, an incident report obtained by &lt;a href="https://foxnews.com/category/news-events/fox-news-investigates" target="_blank" rel="noopener noreferrer"&gt;Fox News Digital&lt;/a&gt; has shed light on Moore's final movements before disappearing.&lt;/p&gt;&lt;p&gt;&lt;a href="https://foxnews.com/us/south-carolina-fitness-trainer-told-friends-wanted-leave-husband-years-body-found" target="_blank" rel="noopener noreferrer"&gt;&lt;strong&gt;SOUTH CAROLINA FITNESS TRAINER TOLD FRIENDS SHE WANTED TO LEAVE HER NOW-HUSBAND YEARS BEFORE BODY WAS FOUND&lt;/strong&gt;&lt;/a&gt;&lt;/p&gt;&lt;p&gt;Moore's husband, Brannon Slice, went to the Lexington Police Department on June 12 to report his wife missing. He told officers she had been released from an undisclosed facility on June 11, before 2 p.m., according to the incident report. The facility's name was redacted in the incident report, but Sondra Campbell, one of Moore's close friends, told Fox News Digital that Moore had been released from a mental health facility at the time.&lt;/p&gt;&lt;p&gt;&lt;a href="https://twitter.com/FoxTrueCrime" target="_blank" rel="noopener"&gt;&lt;strong&gt;FOLLOW THE FOX TRUE CRIME TEAM ON X&lt;/strong&gt;&lt;/a&gt;&lt;/p&gt;&lt;p&gt;According to the incident report, someone arranged a taxi for Moore after her release, and she asked the driver to stop at a local CVS in Lexington. That stop was the last time the cab driver saw her. When Moore did not return outside, the driver went into the store but was unable to locate her.&lt;/p&gt;&lt;p&gt;Slice told the officer he went to the Planet Fitness, which she frequently visited, where an employee told him that Moore singed in at 6:38 p.m. on the 11th.             <content:encoded>&lt;p&gt;Iran’s Islamic Revolutionary Guard Corps said Thursday it killed five members of the Democratic Party of Iranian Kurdistan, while the Kurdish opposition group told Fox News Digital that six of its Peshmerga — a term commonly used for Kurdish fighters — were killed in what it described as an Islamic Revolutionary Guard Corps ambush in &lt;a href="https://foxnews.com/category/world/conflicts/iran" target="_blank" rel="noopener"&gt;northwest Iran&lt;/a&gt;.&lt;/p&gt;&lt;p&gt;The clash marks another escalation in Iran’s Kurdish-majority west after days of reported attacks and clashes involving Iranian security forces, the Islamic Revolutionary Guard Corps and &lt;a href="https://foxnews.com/category/world/world-regions/middle-east" target="_blank" rel="noopener"&gt;Kurdish armed factions&lt;/a&gt;. &lt;/p&gt;&lt;p&gt;It also underscores the current position of Iranian Kurdish opposition groups that recently were viewed by U.S. and Israeli officials as a possible pressure point against Tehran during the U.S.-Israeli war with Iran, but ultimately stayed out of the conflict amid mixed signals from Washington and pressure from both Iran and Turkey.&lt;/p&gt;&lt;p&gt;&lt;a href="https://foxnews.com/world/wave-attacks-irans-irgc-raises-questions-about-renewed-kurdish-insurgency" target="_blank" rel="noopener"&gt;&lt;strong&gt;WAVE OF ATTACKS ON IRAN'S IRGC RAISES QUESTIONS ABOUT RENEWED KURDISH INSURGENCY&lt;/strong&gt;&lt;/a&gt;&lt;/p&gt;&lt;p&gt;Majeed Gly, president of the American Kurdish Committee, told Fox News Digital that the latest clashes should not be read as a full-scale uprising, but also should not be dismissed as routine border violence.&lt;/p&gt;&lt;p&gt;"What I’m hearing is, this is not business as usual," Gly said. "This is not like periodic clashes on the border. This is operations, and it seems to be deep inside."&lt;/p&gt;&lt;p&gt;Gly said Kurdish frustration has grown sharply after months of Iranian attacks on Kurdish areas and opposition-linked sites, including in the Kurdistan Region of Iraq. He said the region has been hit by more than 850 attacks since February, leaving at least six civilians dead and dozens more wounded.&lt;/p&gt;&lt;p&gt;Hejar Berenji, the U.S. representative of the Democratic Party of Iranian Kurdistan, or PDKI, confirmed to Fox News Digital that six PDKI Peshmerga were killed in a clash with IRGC forces in the Piranshahr area of Iranian Kurdistan.&lt;/p&gt;&lt;p&gt;Iran’s Revolutionary Guards said it had killed five members of the banned PDKI in northwest Iran, Reuters reported Thursday, citing state media. The IRGC said the group was ambushed after entering Iranian territory in mountainous border areas near Piranshahr in West Azerbaijan Province.&lt;/p&gt;&lt;p&gt;&lt;a href="https://foxnews.com/world/wave-attacks-irans-irgc-raises-questions-about-renewed-kurdish-insurgency" target="_blank" rel="noopener"&gt;&lt;strong&gt;WAVE OF ATTACKS ON IRAN'S IRGC RAISES QUESTIONS ABOUT RENEWED KURDISH INSURGENCY&lt;/strong&gt;&lt;/a&gt;&lt;/p&gt;&lt;p&gt;Berenji identified the six Peshmerga as Karo Hormuziari, Fardin Changizi, Mohammad Khaki, Abdullah Mohammadpour, Twana Osmani and Mohammad Amin Bayezidi. He said the incident took place Wednesday night in the village of Qizqapan, near Piranshahr, and said the PDKI unit was on a "political and organizational mission" when it was "ambushed by a large and heavily equipped IRGC force."&lt;/p&gt;&lt;p&gt;"This should be understood in the broader context of the Islamic Republic’s continued repression in Iranian Kurdistan and its repeated attacks on Iranian Kurdish civilian camps in the &lt;a href="https://foxnews.com/category/world/world-regions/iraq" target="_blank" rel="noopener"&gt;Kurdistan Region of Iraq&lt;/a&gt;, even during ceasefire and negotiation periods," Berenji said. "The regime has increased pressure on Kurdish communities because it understands that Iranian Kurds remain among the most organized and determined democratic forces inside Iran."&lt;/p&gt;&lt;p&gt;The PDKI, is one of Iran’s oldest Kurdish opposition movements. The group has been involved in decades of intermittent conflict with the Islamic Republic, while Tehran long has viewed Kurdish armed groups as separatist threats, while others describe it as a historic, centrist and nationalist Iranian Kurdish opposition group that Iran has targeted for years, including through assassinations of its leaders decades ago.&lt;/p&gt;&lt;p&gt;The Kurds are one of the largest stateless ethnic groups in the Middle East, with communities spread across Iran, Iraq, Syria and Turkey. In Iran, many Kurds live in the country’s mountainous west and northwest, where Kurdish opposition groups have long accused Tehran of repression, executions, forced assimilation and military crackdowns. Iranian authorities view armed Kurdish factions as separatist or "terrorist threats."&lt;/p&gt;&lt;p&gt;The latest clash followed several days of &lt;a href="https://foxnews.com/world/wave-attacks-irans-irgc-raises-questions-about-renewed-kurdish-insurgency" target="_blank" rel="noopener"&gt;violence in western Iran&lt;/a&gt;. OZ NAMES 5 STATES IN FRAUD CRACKDOWN AS TRUMP ADMIN TARGETS MEDICAID ABUSE&lt;/strong&gt;&lt;/a&gt;&lt;/p&gt;&lt;p&gt;The Republican Attorneys General Association also chimed in on the funding freeze, arguing it reflected broader differences between Republican and Democratic attorneys general in combating fraud.&lt;/p&gt;&lt;p&gt;"While Republican attorneys general are aggressively fighting fraud, waste, and abuse, Democrat AGs like Keith Ellison in Minnesota and Letitia James in New York knowingly aid and abet scams and fraud in their states," RAGA Executive Director Adam Piper said in a statement. &lt;/p&gt;&lt;p&gt;"Republican AGs are thrilled to roll up our sleeves and work with JD Vance, Republican AG staff alum Andrew Ferguson, Scott Brady, and the White House Task Force to save taxpayers billions of dollars and deliver maximum accountability."&lt;/p&gt;&lt;p&gt;In a June 30 letter denying the unit's annual recertification, Health and Human Services &lt;a href="https://foxnews.com/category/politics/finance/investigations" target="_blank" rel="noopener"&gt;Office of Inspector General&lt;/a&gt; (OIG) officials concluded that New York's Medicaid Fraud Control Unit had become the lowest-performing large state unit in the nation for criminal Medicaid fraud enforcement despite receiving roughly $60 million annually in federal funding and employing more than 270 staff members.&lt;/p&gt;&lt;p&gt;"The New York MFCU is not effectively prosecuting criminal Medicaid fraud," the letter stated. "The Unit reported only 53 fraud convictions from 2023 to 2025. This is by far the lowest among similar-sized Units; the next lowest number of reported fraud convictions for this period was 129.&lt;/p&gt;&lt;p&gt;"Enough is enough."&lt;/p&gt;&lt;p&gt;The report also found New York ranked last in criminal indictments, securing fewer than 10 fraud indictments in four of the past five years.&lt;/p&gt;&lt;p&gt;Federal officials further found that 34% of the unit's open cases were more than three years old, while 69% of referrals from the state's Medicaid Program Integrity Unit had remained pending for at least two years, contributing to a growing investigative backlog.&lt;/p&gt;&lt;p&gt;The HHS letter concluded that the unit's poor performance stemmed in large part from &lt;strong&gt;"&lt;/strong&gt;a&lt;strong&gt; &lt;/strong&gt;deliberate leadership choice" to prioritize high-impact civil fraud cases over criminal prosecutions, finding that strategy had left the office ineffective at pursuing criminal Medicaid fraud despite its size and resources.&lt;/p&gt;&lt;p&gt;&lt;a href="https://foxnews.com/politics/pennsylvania-ag-explains-state-leads-nation-medicaid-fraud-convictions-others-battle-mass-schemes" target="_blank" rel="noopener"&gt;&lt;strong&gt;PENNSYLVANIA AG EXPLAINS WHY STATE LEADS NATION IN MEDICAID FRAUD CONVICTIONS WHILE OTHERS BATTLE MASS SCHEMES&lt;/strong&gt;&lt;/a&gt;&lt;/p&gt;&lt;p&gt;While federal officials acknowledged the state's fraud unit remained competitive in civil recoveries, they said those results did not outweigh the decline in criminal enforcement.&lt;/p&gt;&lt;p&gt;"The Unit has sacrificed its ability to effectively fight criminal fraud to obtain civil recoveries that are largely in line with its peers," the report stated.&lt;/p&gt;&lt;p&gt;James blasted the funding freeze, accusing the Trump administration of targeting New York for political reasons.&lt;/p&gt;&lt;p&gt;"This administration's unprecedented attack on New York is another political distraction," James said in a statement to Fox News Digital. "During my time as attorney general, my office has recovered more than $627 million for Medicaid and was recognized by this very administration for leading the nation in anti-fraud efforts."&lt;/p&gt;&lt;p&gt;James' office noted that HHS highlighted New York as one of four states responsible for half of all civil recoveries nationwide in &lt;a href="https://foxnews.com/category/health/health-care" target="_blank" rel="noopener"&gt;fiscal year 2025&lt;/a&gt;. It happened around 9:24 p.m. on June 28 near Old Road and Ellington Street, where police said 100 to 150 people had flooded the area with loud music, drinking, lowriders, mopeds and dirt bikes.&lt;/p&gt;&lt;p&gt;&lt;a href="https://foxnews.com/category/us/crime/police-and-law-enforcement" target="_blank" rel="noopener"&gt;Boston Police Department&lt;/a&gt; (BPD) Officer Jesse Kennedy had responded to a loud disturbance call and tried to disperse the crowd when he spotted a dirt bike with no rear plate, according to a police report obtained by the Boston Herald. When Kennedy approached the rider and grabbed the handlebars to check whether the bike was registered, the rider refused to get off and allegedly tried to pull away. &lt;/p&gt;&lt;p&gt;Video circulating on social media shows Kennedy surrounded as people appear to throw liquids, bottles and other objects while he struggles with the rider. Instead, he pointed to retirements, internal promotions and the City Council’s handling of police overtime.&lt;/p&gt;&lt;p&gt;"The blame is not with the mayor," Calderone said. "The blame is with the City Council."&lt;/p&gt;&lt;p&gt;Calderone claimed Boston’s patrol ranks remain dangerously depleted, saying prior department testimony to the City Council showed BPD was roughly 600 rank-and-file officers short. Fox News Digital has not independently verified Calderone’s staffing figures.&lt;/p&gt;&lt;p&gt;"Boston’s public safety data shows that the number of shootings, homicides, and other kinds of serious crimes have continued to drop and remain at historically low levels. The alleged victim is a woman who started out as a paying customer of the man being accused of being the romance scammer, reports &lt;a href="https://wrnjradio.com/hunterdon-county-seeks-forfeiture-of-property-in-alleged-onlyfans-romance-scam-case/" rel="noopener noreferrer nofollow" target="_blank"&gt;WRNJ&lt;/a&gt;.&lt;/p&gt;&lt;p&gt;The State of New Jersey is seeking the forfeiture of vehicles, electronic devices, and financial documents and has filed a complaint in Hunterdon County Superior Court.&lt;/p&gt;&lt;p&gt;The woman alleges that the relationship between her and the content creator started out as many do on OnlyFans. She was purchasing sexual content from him. Then the messages became more personal in nature at the end of 2024 into early 2025.&lt;/p&gt;&lt;p&gt;According to the complaint, she believed that the two had a future together and that her shelling out money for content and several personal items were all part of an "investment" in their future.&lt;/p&gt;&lt;p&gt;Someone told her that wasn't the case. That person alleged that her content creating online romantic interest was operating an organization to make women believe they were in romantic relationships while cashing in.&lt;/p&gt;&lt;p&gt;There were tens of thousands of dollars sent to him, the complaint alleges, for things like dental work, a pickup truck, a motorcycle and to fund a legitimate social media career and future together.&lt;/p&gt;&lt;p&gt;There are allegedly others out there who sent money to him and the alleged OnlyFans romance scammer was charged with "theft by deception, financial facilitation of criminal activity and falsifying or tampering with records."&lt;/p&gt;&lt;p&gt;You love the enthusiasm for romance, but this serves as a reminder that you can't trust everyone you're purchasing sexual content from on the internet. I always daydreamed about the intense and kind of toxic artist with artist relationship where I could collaborate with my romantic partner, sort of like Frida Kahlo and Diego Rivera. We have scheduled physical contact every fiscal quarter and our Excel spreadsheets are perfectly synchronized.&lt;/li&gt;&lt;li&gt;Married for 13 and have a 11 yo. We both felt like we could have found someone "better" but time was running out. Our day to day is predictable and stable. We don’t have these wild romantic feelings like having butterflies in our stomachs and all that but I think that’s ok. Our bedroom is obviously dormant and dead, but that’s ok too. I was known from Cleveland to Youngstown to Pittsburgh for my dance moves (think Soul Train and Saturday Night Fever) and after an hour of dancing on a lighted dance floor at Holiday Wildlife in Youngstown, Ohio my dance partner put her arms around me and said, "You just reek of sex."&lt;/em&gt;&lt;/p&gt;&lt;p&gt;&lt;em&gt;Another time I was at the Stable Pit and Pub dance club near Meadville, Pa and was drinking more heavily than normal, picked up this chick and we were going to her house. I got to my car, said excuse me and went to the rear and hurled. I was pretty dizzy when she walked over and asked, "Can you still get it up?" I was stunned, I mean, I had just vomited and she STILL wanted sex. I just shook my head "No" and said, "You drive." I slept on her couch.&lt;/em&gt;&lt;/p&gt;&lt;p&gt;&lt;em&gt;My friends and I attended a Black Oak Arkansas concert in Warren, Ohio in the 70s. We were standing near the front center stage and Jim Dandy, Ruby Starr and the boys were going to town rocking. This girl in front of me backed up and started pushing her butt against my crotch. She got the reaction from my 25 year body that she was hoping for and never stopped grinding nor looked at me for the full hour and fifteen minutes. The following day, ransom demands were sent to local media — and investigators continue to look into their authenticity.&lt;/p&gt;&lt;p&gt;The FBI quickly deemed messages from Derrick Anthony Callella, a 42-year-old man from Hawthorne, California, as a hoax, and he was arrested within days of Guthrie's suspected abduction and indicted on online harassment charges. Sentencing is scheduled for Sept. 10, 2026, in front of U.S. District Judge John C.             <content:encoded>&lt;p&gt;President Donald Trump lost his &lt;a href="https://foxnews.com/category/politics/judiciary/supreme-court" target="_blank" rel="noopener noreferrer"&gt;Supreme Court bid&lt;/a&gt; to restrict birthright citizenship through executive order, but one of his own appointees may have handed Republicans a blueprint for pursuing much of the same goal through Congress.&lt;/p&gt;&lt;p&gt;Voting with the 6-3 majority, &lt;a href="https://foxnews.com/category/politics/judiciary/confirmation-of-judge-kavanaugh" target="_blank" rel="noopener noreferrer"&gt;Justice Brett Kavanaugh&lt;/a&gt; agreed that Executive Order 14160, which restricts automatic citizenship to people born to U.S. citizens or permanent residents, couldn't take effect. But in a concurring opinion, he also pointed to a different path forward. Kavanaugh argued the court should have resolved the case under federal law rather than the Constitution, laying out a potential legislative path for Congress to pursue changes to birthright citizenship.&lt;/p&gt;&lt;p&gt;Congress first wrote the 14th Amendment's birthright citizenship language into federal law in 1940, then carried it over into the Immigration and Nationality Act of 1952.&lt;/p&gt;&lt;p&gt;Because Congress adopted that language after the Supreme Court's landmark 1898 decision in United States v. "I'm sure that the conclusion from this decision is you have to amend the Constitution to fix that."&lt;/p&gt;&lt;p&gt;&lt;a href="https://foxnews.com/category/person/rand-paul" target="_blank" rel="noopener noreferrer"&gt;Sen. Rand Paul&lt;/a&gt;, R-Ky., renewed his push for a constitutional amendment to end birthright citizenship, arguing that legislation alone would not be enough.&lt;/p&gt;&lt;p&gt;"I &lt;a href="https://foxnews.com/category/politics/house-of-representatives/legislation" target="_blank" rel="noopener noreferrer"&gt;introduced a constitutional amendment&lt;/a&gt; months ago, actually, to fix birthright citizenship," Paul wrote on X. "After the Supreme Court decision, that amendment matters more than ever. I'm asking my colleagues to take it seriously and help me get this passed."&lt;/p&gt;&lt;p&gt;Sen. Mike Lee, R-Utah, echoed Paul's calls to pass a constitutional amendment.&lt;/p&gt;&lt;p&gt;"The long fight for a constitutional amendment begins now," Lee wrote on X. "We must explicitly exclude foreign nationals who break our laws, violate our borders, or exploit loopholes to make their families American."&lt;/p&gt;&lt;p&gt;Trump argued that Congress could change birthright citizenship through legislation instead of a constitutional amendment.&lt;/p&gt;&lt;p&gt;"No long and unwieldy Constitutional Amendment is necessary!" Trump wrote on Truth Social. "Congress should start TODAY to work on ending expensive and unfair to our Country, Birthright Citizenship. They will have my Complete and Total Support!"&lt;/p&gt;&lt;p&gt;Several Republicans quickly pointed to existing legislation, including Sen. Tom Cotton's, R-Ark., &lt;a href="https://foxnews.com/politics/republican-accuses-scotus-betraying-us-pushes-bill-restricting-birthright-citizenship-pregnant-visitors" target="_blank" rel="noopener noreferrer"&gt;Constitutional Citizenship Clarification Act&lt;/a&gt;, as well as proposals from Sens. John Cornyn, R-Texas, and Rick Scott, R-Fla., aimed at cracking down on birth tourism.&lt;/p&gt;&lt;p&gt;Meanwhile, the Justice Department indicated it would shift tactics, announcing a crackdown on birth tourism by targeting alleged visa fraud and related criminal conduct rather than attempting to enforce Executive Order 14160.&lt;/p&gt;&lt;p&gt;But, &lt;a href="https://foxnews.com/politics/supreme-court-ruling-sparks-race-kill-multibillion-dollar-loophole-congress" target="_blank" rel="noopener noreferrer"&gt;Kavanaugh's roadmap&lt;/a&gt; is far from a guarantee. On the constitutional question, a 5-4 majority concluded that the citizenship clause itself protects birthright citizenship, meaning any congressional effort to restrict it through ordinary legislation would likely face immediate constitutional challenges.&lt;/p&gt;&lt;p&gt;"Justice Thomas says in the final paragraph of his dissent that he's not confident that the decision is going to stand the test of time, so it could well be that the court would revisit it if Congress were to take the steps that Justice Kavanaugh describes," Notre Dame Law School professor Haley Proctor told Fox News Digital. "This is an important decision. I don't think the court's going to revisit it lightly, and the only sure way to get a new answer here would be to amend the Constitution."&lt;/p&gt;&lt;p&gt;Kavanaugh offered a similar roadmap in a recent Trump case over tariffs. In that case, the Supreme Court ruled that a federal emergency law known as IEEPA did not give Trump the authority to impose sweeping tariffs.             <content:encoded>&lt;p&gt;An East Orange, New Jersey, couple is facing a slew of criminal charges after climbing on top of the &lt;a href="https://www.foxnews.com/category/us/us-regions/northeast/new-york" target="_blank" rel="noopener"&gt;Empire State Building&lt;/a&gt; Wednesday while holding a banner reading "When the power of love beats the love of power, the world knows peace."&lt;/p&gt;&lt;p&gt;Following a response by the &lt;a href="https://www.foxnews.com/category/us/new-york-city" target="_blank" rel="noopener"&gt;New York City&lt;/a&gt; Police Department (NYPD) Emergency Services Unit, the masked pair, later identified as Netflix stars Angelina Nikolau, 33, and Ivan Kuznetsov, 32, appeared to take down the banner and climb down from the antenna to a lower platform.&lt;/p&gt;&lt;p&gt;Kuznetsov then appeared to pull an &lt;a href="https://www.foxnews.com/family" target="_blank" rel="noopener"&gt;engagement ring&lt;/a&gt; out of a backpack, get down on one knee and propose to Nikolau.&lt;/p&gt;&lt;p&gt;The couple was taken into custody and is charged with burglary, reckless endangerment, criminal mischief, violation of local law, possession of burglar's tools, criminal tampering, criminal trespass and disorderly conduct, NYPD officials told Fox News Digital. &lt;/p&gt;&lt;p&gt;&lt;a href="https://www.foxnews.com/politics/mamdani-allocates-500k-reparations-talks-nyc-faces-54b-deficit" target="_blank" rel="noopener noreferrer"&gt;&lt;strong&gt;&lt;u&gt;MAMDANI ALLOCATES $500K FOR REPARATIONS TALKS AS NYC FACES $5.4B DEFICIT&lt;/u&gt;&lt;/strong&gt;&lt;/a&gt;&lt;/p&gt;&lt;p&gt;No injuries were reported.&lt;/p&gt;&lt;p&gt;Bodycam video shared by NYPD Commissioner Jessica Tisch Wednesday afternoon showed at least two officers trekking up the skyscraper and meeting Nikolau and Kuznetsov, who appeared to be unharnessed.&lt;/p&gt;&lt;p&gt;"How you doing?" one of the officers asked the couple. "You can't be up here."&lt;/p&gt;&lt;p&gt;"I'm OK," Nikolau replied, noting she and Kuznetsov speak Russian.&lt;/p&gt;&lt;p&gt;In addition to the officers who climbed the tower, roughly 40 &lt;a href="https://www.foxnews.com/category/us/crime/police-and-law-enforcement" target="_blank" rel="noopener"&gt;police officers&lt;/a&gt; responded to the front of the building and directed traffic. The entrance on Fifth Ave., between West 33rd and 34th streets, was blocked off. &lt;/p&gt;&lt;p&gt;Pedestrians were seen gathering on every corner surrounding the building watching the situation unfold.&lt;/p&gt;&lt;p&gt;An Empire State Building spokesperson described the incident as "unauthorized," noting NYPD helped to resolve the situation.&lt;/p&gt;&lt;p&gt;"There was at no time danger to tenants, visitors, and Empire State Building Observation Deck guests," the spokesperson said.             <content:encoded>&lt;p&gt;&lt;strong&gt;FIRST ON FOX&lt;/strong&gt;: The &lt;a href="https://foxnews.com/category/tech/topics/fbi" target="_blank" rel="noopener"&gt;FBI's newly created&lt;/a&gt; Joint Mission Center has identified suspects, uncovered "nefarious" funding sources behind violent interstate protests and begun building criminal cases with federal prosecutors, FBI Co-Deputy Director Chris Raia told Fox News Digital.&lt;/p&gt;&lt;p&gt;In an exclusive interview at FBI headquarters, Raia said the bureau's multi-agency mission center has moved beyond intelligence gathering and into active financial investigations aimed at dismantling the networks that finance political violence.&lt;/p&gt;&lt;p&gt;"We found funding from nefarious sources," Raia said. "We have subjects identified. Getting those folks to indictment and/or a conviction is a little bit different story right now."&lt;/p&gt;&lt;p&gt;Raia's comments come as &lt;a href="https://foxnews.com/category/politics/justice-department" target="_blank" rel="noopener"&gt;federal prosecutors&lt;/a&gt; from the office of acting U.S. Attorney General Todd Blanche crack down on nonprofits allegedly connected to violent protest activity and possible illicit financing. &lt;/p&gt;&lt;p&gt;&lt;a href="https://www.foxnews.com/politics/doj-launches-grand-jury-probe-marxist-mogul-neville-roy-singhams-funding-leftist-groups" target="_blank" rel="noopener"&gt;&lt;strong&gt;DOJ LAUNCHES GRAND JURY PROBE INTO MARXIST MOGUL NEVILLE ROY SINGHAM'S FUNDING OF LEFTIST GROUPS&lt;/strong&gt;&lt;/a&gt;&lt;/p&gt;&lt;p&gt;As Fox News Digital exclusively reported Monday, U.S. Attorney for the Southern District of New York Jay Clayton has launched a &lt;a href="https://foxnews.com/politics/jim-banks-gop-lawmakers-rally-behind-doj-probe-alleged-ccp-linked-funding-network" target="_blank" rel="noopener"&gt;grand jury investigation&lt;/a&gt; into American communist tech tycoon Neville Roy Singham and a network of nonprofits into which he has pumped roughly $285 million since 2017, according to people familiar with the investigation.&lt;/p&gt;&lt;p&gt;A grand jury has issued subpoenas seeking financial records related to the Singham network, according to the sources. Raia didn't speak specifically about the Singham case.&lt;/p&gt;&lt;p&gt;Meanwhile, the U.S. Attorney's Office for the Middle District of Alabama is prosecuting the Southern Poverty Law Center for alleged bank fraud, wire fraud and money laundering in a case in which prosecutors allege SPLC executives paid an informant who helped coordinate transportation, logistics and communications for the 2017 "Unite the Right" protests in Charlottesville, Virginia, that led to the death of a young woman, Heather Heyer.&lt;/p&gt;&lt;p&gt;But the comments from Raia provide the clearest public indication yet that the FBI's Joint Mission Center, established earlier this year to coordinate the bureau's response to domestic political violence, is producing tangible investigative results.&lt;/p&gt;&lt;p&gt;The center brings together &lt;a href="https://foxnews.com/category/us/terror/counter-terrorism" target="_blank" rel="noopener"&gt;counterterrorism, cyber, counterintelligence&lt;/a&gt; and financial investigators and specialists from the Treasury Department and IRS to trace funding streams, identify criminal actors and build prosecutable cases.&lt;/p&gt;&lt;p&gt;In late September, after the assassination of Charlie Kirk, President Donald Trump &lt;a href="https://www.whitehouse.gov/presidential-actions/2025/09/countering-domestic-terrorism-and-organized-political-violence/" target="_blank" rel="noopener"&gt;issued&lt;/a&gt; his seventh National Security Presidential Memorandum, entitled "Countering Domestic Terrorism and Political Violence," or "NSPM-7." The FBI tasked its Joint Terrorism Task Forces, or JTTFs, to widen their lens to investigate far-left threats in the U.S.&lt;/p&gt;&lt;p&gt;Last year, Raia worked as assistant deputy in charge of the FBI's New York field office, which successfully &lt;a href="https://www.justice.gov/usao-sdny/pr/new-york-man-sentenced-17-months-prison-hate-crimes-after-repeatedly-assaulting-jewish" target="_blank" rel="nofollow noopener"&gt;convicted&lt;/a&gt; a protester, Tarek Bazrouk, charged with hate crimes related to the violent assault of Jewish victims.&lt;/p&gt;&lt;p&gt;In early December, the Justice Department issued a &lt;a href="https://charityandsecurity.org/wp-content/uploads/2025/12/Bondi_Memo_On_Countering_Domestic_Terrorism_And_Organized_Political_Violence-1.pdf" target="_blank" rel="nofollow noopener"&gt;memo&lt;/a&gt;, "Implementing National Security Presidential Memorandum-7: Countering Domestic Terrorism and Organized Political Violence," directing law enforcement agencies to investigate "anti-fascist" actors with "extreme viewpoints on immigration, radical gender ideology, and anti-American sentiment." The directive also called for the investigation and prosecution of tax crimes in which "extremist groups are suspected of defrauding the Internal Revenue Service."&lt;/p&gt;&lt;p&gt;FBI Director Kash Patel named Raia to the position of co-deputy director of the FBI in January after the departure of Dan Bongino from the post.&lt;/p&gt;&lt;p&gt;By March, the Trump administration’s &lt;a href="https://www.justice.gov/jmd/media/1434246/dl?inline" target="_blank" rel="nofollow noopener"&gt;FBI budget&lt;/a&gt; included the creation of the Joint Mission Center. Agents assigned to the Joint Mission Center are working "hot and heavy," he said, to separate allegedly illicit funding from legitimate financial activity supporting nonprofit organizations and advocacy groups.&lt;/p&gt;&lt;p&gt;"It does go through some very legitimate hoops, and it is commingled with very legitimate money as well," Raia said. "So, splitting that out just takes time."&lt;/p&gt;&lt;p&gt;&lt;a href="https://foxnews.com/politics/probe-subversive-anti-ai-singham-network-enormous-former-treasury-advisor-says" target="_blank" rel="noopener"&gt;&lt;strong&gt;PROBE INTO 'SUBVERSIVE' ANTI-AI SINGHAM NETWORK IS 'ENORMOUS,' FORMER TREASURY ADVISOR SAYS&lt;/strong&gt;&lt;/a&gt;&lt;/p&gt;&lt;p&gt;Raia said the bureau has already identified at least a "portion of the actors" believed to be involved in financing or facilitating violent protest activity but declined to identify &lt;a href="https://foxnews.com/category/politics/finance/investigations" target="_blank" rel="noopener"&gt;investigative targets&lt;/a&gt; because the cases remain active.&lt;/p&gt;&lt;p&gt;"We're working every day to bring an indictable case to the Department of Justice," Raia said.&lt;/p&gt;&lt;p&gt;Raia said the bureau created the Joint Mission Center because violent political unrest has evolved into what officials view as a "hybrid threat" requiring expertise that extends beyond traditional counterterrorism investigations.&lt;/p&gt;&lt;p&gt;"We brought all those folks together from different divisions at headquarters. A spokesman for the Southern District of New York declined to comment.&lt;/p&gt;&lt;p&gt;As part of the investigation, Treasury Secretary Scott Bessent met earlier this year with Goldman Sachs Chairman and CEO David Solomon, who pledged to aid the FBI's effort to trace how Singham allegedly routed money through a network of nonprofit organizations that investigators believe supported protests against Immigration and Customs Enforcement and other causes, the sources said.&lt;/p&gt;&lt;p&gt;The Singham investigation illustrates the type of financial case the FBI's Joint Mission Center was created to pursue: identifying and dismantling the funding networks that investigators believe enable recurring episodes of political violence across the country.&lt;/p&gt;&lt;p&gt;Raia cited &lt;a href="https://foxnews.com/us/dozens-anti-ice-protesters-wont-face-state-charges-storming-minnesota-church-service-prosecutor-says" target="_blank" rel="noopener"&gt;violent anti-ICE demonstrations in Minneapolis&lt;/a&gt; and at Delaney Hall; an immigration detention center in Newark, N.J.; the attempted terror plot at UFC 250 in Washington, D.C.; and other incidents that federal authorities believe demonstrate recurring patterns of organized violence.&lt;/p&gt;&lt;p&gt;As Fox News Digital previously reported, activists associated with the Singham network have participated in &lt;a href="https://foxnews.com/politics/anti-ice-agitator-screams-ill-kill-whole-f-family-day-dem-gov-praises-peaceful-protesting" target="_blank" rel="noopener"&gt;anti-ICE demonstrations at Delaney Hall&lt;/a&gt; and protests in Minneapolis and Los Angeles.&lt;/p&gt;&lt;p&gt;"We've seen it, and we're going to continue to see it: The violent protester that shows up in Portland will be a violent protester that shows up at Delaney Hall and vice versa," Raia said. "This same cast of characters continues to show up, and they continue to invade and infiltrate the legitimate First Amendment protesters who are exercising their constitutionally given First Amendment right.&lt;/p&gt;&lt;p&gt;"We know these violent folks are coming in and seeding into there and creating chaos, creating violence, causing us to have to get involved. Who's funding these folks? Because we know somebody is, at the end of this, funding these folks," Raia said.&lt;/p&gt;&lt;p&gt;Ren McEachern, the former acting unit chief of the FBI's International Corruption Unit, said following financial trails is often the fastest way to expose the organizations, individuals and motivations behind coordinated political violence.&lt;/p&gt;&lt;p&gt;"When you see what appear to be disorganized or fragmented protest groups appearing and reappearing, well organized, in different areas of the country, you have to determine the funding sources to understand the organization," McEachern said. But Trump has consistently demanded they find a way to pass it, particularly in the Senate, by any means necessary.&lt;/p&gt;&lt;p&gt;But Republicans aren’t unified behind the bill, and Democrats unanimously despise it. Even if it got 60 votes, which is an unlikely scenario, Sen. Thom Tillis, R-N.C., contended it wouldn’t have an impact in time for November.&lt;/p&gt;&lt;p&gt;&lt;a href="https://www.foxnews.com/politics/gop-infighting-over-trumps-voter-id-bill-erupts-top-senator-calls-strategy-fantasy" target="_blank" rel="noopener"&gt;&lt;strong&gt;GOP INFIGHTING OVER TRUMP'S VOTER ID BILL ERUPTS AS TOP SENATOR CALLS STRATEGY 'FANTASY'&lt;/strong&gt;&lt;/a&gt;&lt;/p&gt;&lt;p&gt;"Unless they do the work to get to the 60 votes, they know it’s dead, and so all this is theater," Tillis told the Raleigh, North Carolina-based &lt;a href="https://www.newsobserver.com/news/politics-government/article316326777.html" target="_blank" rel="nofollow noopener"&gt;News &amp; Observer.&lt;/a&gt;&lt;/p&gt;&lt;p&gt;Tillis, one of four Senate Republicans to vote against attaching the legislation to an immigration enforcement funding bill last month and who was called out by Trump, is familiar with pushing for voter ID laws, which is only a portion of what the proposed &lt;a href="https://foxnews.com/politics/trumps-save-america-act-shows-signs-life-senate-despite-republican-revolt" target="_blank" rel="noopener"&gt;SAVE America Act&lt;/a&gt; would do. During his time as House speaker in the North Carolina legislature, he was a major proponent of enacting the state’s voter ID.&lt;/p&gt;&lt;p&gt;But doing so takes time and money, he argued.&lt;/p&gt;&lt;p&gt;&lt;a href="https://www.foxnews.com/politics/its-mess-gop-turns-house-conservatives-voter-id-blockade-stalls-trumps-agenda" target="_blank" rel="noopener"&gt;&lt;strong&gt;'IT'S A MESS': GOP TURNS ON HOUSE CONSERVATIVES AS VOTER ID BLOCKADE STALLS TRUMP'S AGENDA&lt;/strong&gt;&lt;/a&gt;&lt;/p&gt;&lt;p&gt;"And, honestly, here in North Carolina, or in virtually any state, the ability, if we go back to when we implemented voter ID in North Carolina, it took a year to get everything in place with adequate funding," Tillis said.&lt;/p&gt;&lt;p&gt;The current version of the SAVE America Act doesn’t directly allocate funding to states to implement voter ID or its several other provisions. That is, in part, why the legislation wouldn’t work in the budget reconciliation process, as Trump has called for and House Republicans are mulling, which requires provisions to have a direct budgetary impact and not be policy only.&lt;/p&gt;&lt;p&gt;Tillis pitched the scenario that if everything worked out, it would eat into early voting periods or outright snuff them.&lt;/p&gt;&lt;p&gt;"Let’s assume you only allow early voting in the month of October," Tillis said. "Then do you honestly believe that we can have this thing up in 50 states? There’s no funding. There’s no specific implementation instructions.&lt;/p&gt;&lt;p&gt;&lt;a href="https://foxnews.com/politics/supreme-court-rules-mail-in-ballots-received-after-election-day" target="_blank" rel="noopener"&gt;&lt;strong&gt;SUPREME COURT RULES ON MAIL-IN BALLOTS RECEIVED AFTER ELECTION DAY&lt;/strong&gt;&lt;/a&gt;&lt;/p&gt;&lt;p&gt;"It’s become a joke, in my mind, for somebody that’s actually implemented voter ID law, how anybody can look the American voters in the eye and suggest that it could be implemented in time without just causing a huge impact on the elections and ironically undermine the confidence of it," he continued.&lt;/p&gt;&lt;p&gt;Still, it hasn’t stopped a cohort of &lt;a href="https://foxnews.com/category/us/congress" target="_blank" rel="noopener"&gt;congressional Republicans&lt;/a&gt;, notably Sen. Mike Lee, R-Utah, and Rep.
