The Texas senator is second on the list, and President Obama is third.
Former South African President Nelson Mandela, who died Dec. 5, leads the list, and former Venezuelan dictator Hugo Chavez is fourth.
At No. 5, Kentucky Sen. Rand Paul beat both Toronto mayor Rob Ford and South Korean dictator Kim Jong Un, who placed sixth and seventh, respectively.
