Ciudad Juarez is one of the cities hardest hit by Mexico's drug war, with more than 2,000 dead this year amid a turf war between the Sinaloa and Juarez drug cartels. Mexico's federal police arrested 15 drug gang members Wednesday, including Fernando Contreras, who allegedly killed three people after apparently detonating a car bomb with his cell phone.
