Ceasefire monitors and observers say South Sudan's peace deal may collapse after rebel leader Riek Machar failed to return to the capital as planned.
Machar was meant to arrive Monday, and then Tuesday, to assume the vice presidency under his rival President Salva Kiir and form a transitional government.
He failed to show up both days and it is not known when he will return.
Festus Mogae, head of a commission monitoring the peace deal signed last year, said Machar's failure to return to Juba puts the deal at risk and urged both sides to cooperate with each other.
The U.S. accused Machar of making a "willful decision" not to return, putting South Sudan at risk of further conflict and preventing economic reforms and accountability measures from taking place.
