Ukrainian officials say they have intercepted a small herd of horses attempting to bring thousands of euros worth of contraband cigarettes across the border from Ukraine to Romania.

The country's border guard service told The Associated Press the four horses were carrying 40 large boxes of cigarettes and an additional 60 boxes were found nearby.

It said it has arrested a Ukrainian man who was leading the horses and two Romanians suspected of involvement.

The roughly 100 packets are estimated to be worth over 30,000 euros ($33,000).

It is not clear what happened to the horses.

Cigarettes are significantly cheaper in Ukraine than elsewhere in Europe and cigarette smuggling to central and western Europe has been a long-standing problem.
