PORT-AU-PRINCE, Haiti – Campaigning for Haiti's presidential runoff has kicked off, but it appears there's only one candidate actively participating.
Government-backed contender Jovenel Moise was scheduled to hold his first runoff rally late Friday afternoon.
But Jude Celestin's team says the second-place finisher will only take part in the Jan. 24 vote if sweeping changes are made to improve Haiti's much-criticized electoral machinery.
Celestin on Thursday told The Miami Herald that he won't participate in this month's runoff. His phone consistently goes unanswered and his campaign team dodged calls Friday.
Electoral council spokesman Roudy Stanley Penn says unless Celestin officially withdraws from the race his name will appear on ballots Jan. 24 whether he campaigns or not.
