India has accused Pakistan of a cease-fire violation in Kashmir in which one Indian civilian was killed and another was wounded.

Police Inspector General Danish Rana said the civilians were repairing a razor wire fence along the de facto border in the Samba sector when they were hit by Pakistani firing.

An official in India's Border Security Force said Indian border guards also fired at Pakistani troops.

There was no immediate Pakistani comment.

A cease-fire on the India-Pakistan border has largely held since 2003, but gunbattles and border skirmishes are fairly common.

India and Pakistan have fought two wars over control of Kashmir, which has been divided between them since British colonialists left in 1947.

Some insurgent groups have been fighting for Kashmir's independence from India or merger with Pakistan.
