SEOUL, South Korea – Seoul says North Korea has canceled plans to attend next month's University Games in South Korea.
North Korea earlier told South Korean organizers that it wants to send a team to the multi-sport event in the South Korean city of Gwangju.
The Unification Ministry said Monday that the North told the International University Sports Federation that it will not attend the games because of the planned opening of a U.N. human rights office in Seoul this week.
The ministry says the North also cited what it calls hostile military confrontation between the two Koreas.
North Korea boycotted the 1986 Asian Games and the 1988 Summer Olympics, both held in Seoul, but has since attended several other events in the South, including last year's Asian Games in Incheon.
