China's state-run Xinhua News Agency is reporting that more than 20 people, including several foreigners, are missing after a tugboat sank on the Yangtze River.

The Friday morning report says the boat sank Thursday afternoon during a trial voyage in the eastern province of Jiangsu and that three people were saved.

The report said Japanese and Singaporeans were among the missing, and that a Frenchman may also be missing. The boat's owner and technicians working on the boat were also missing.

The Xinhua report cited local authorities.
