U.S. Secretary of State John Kerry is telling Israeli and Palestinian leaders that they must "lead" and must do so now, as foundering peace talks he has tried to salvage near collapse.

In Algeria for strategic security talks, Kerry said Thursday there is a limit to what the Obama administration can do to push the two parties together. He recalled the old adage that you can lead a horse to water but can't make it drink. Now, he said, is the time for the leaders to drink.

Kerry has spent much of the last two weeks frantically trying to keep the peace talks from breaking down. He was in Israel on Monday but cancelled a return trip on Wednesday as actions by both sides cast the negotiations into doubt.
