Britain proposes that UN Security Council condemn Syrian air raids on Aleppo that killed 700

Britain wants the U.N. Security Council to denounce the Syrian government's air strikes on rebels in the city of Aleppo with Scud missiles and barrel bombs that have killed some 700 civilians.

Security Council members were considering the press statement Tuesday. Such a statement is not enforceable but expresses the world body's sentiment.

The key issue was whether Russia would block the statement by denying consensus agreement among the 15 Security Council members.

Russia halted a similar American-sponsored draft statement in December that singled out Syria for condemnation.

The draft statement condemns violence by all parties but Moscow may consider it too focused on Syrian President Bashar Assad's government to allow it to pass.
