A decree recently issued by Argentina's female president could help many women from losing their homes and state aid if their partners leave.
President Cristina Fernandez has made a key change in a program that has spent billions on welfare to families that keep kids vaccinated and in school. From now on, mothers will collect the payments instead of fathers.
The measure announced last month is a victory for the Argentine housewives union and it's the first major change in the country's per-child welfare payments. The cash transfer program is similar to those that have brought millions out of poverty across Latin America.
