Police detain 2 for running over toddler during dispute over China's family planning limits

Chinese police have detained a local official and a driver for fatally running over a 13-month-old boy during an argument with his family over the payment of a fine for violating China's strict family planning limits.

The official Xinhua News Agency reported Wednesday that police detained the two after the incident Monday touched off an angry confrontation between officials and residents of a village outside the eastern city of Rui'an.

Xinhua said officials went to the home of Chen Liandi to demand a fine of at least 30,000 yuan, or $4,700, for having the boy, the couple's third child, in violation of family planning rules. It said the boy dropped from Chen's hands during a tussle and was run over by the vehicle.
