TEHRAN – Iran's state news agency says a senior Russian official has arrived in Tehran to discuss a proposal to bring Iran back to negotiations over its disputed nuclear program.
Russia's "step-by-step" approach calls for the international community to make limited concessions to Iran for each step it takes toward meeting demands to come clean about its nuclear intentions.
The IRNA news agency says Russia's Security Council chief, Nikolai Patrushev, arrived in Tehran Monday for talks on Moscow's plan with Iran's top nuclear negotiator, Saeed Jalili.
The U.S. and its allies accuse Iran of seeking to develop nuclear weapons, a charge Tehran denies.
Russia is one of the six powers leading efforts to ensure Iran does not develop nuclear weapons.
But it also has tried to maintain friendly ties with Tehran.
