A German scholar who assessed most of the nine Minnesota men convicted of plotting to join the Islamic State group is scheduled to testify in federal court in Minneapolis.
Daniel Koehler directs the German Institute on Radicalization and De-radicalization Studies. He assessed six of the nine men as part of the first U.S. program designed to evaluate risks posed by terrorism defendants. He was also asked for recommendations on how to de-radicalize them.
The hearing is expected to last two days.
U.S. District Judge Michael Davis has said he would factor in Koehler's evaluations when determining the men's sentences.
The six men Koehler evaluated pleaded guilty and could face up to 15 years in prison. Three men who went to trial and were convicted face potential life sentences.
