Authorities say a man captured on video being shot by a Northern California police officer has died.

The Butte County Coroner's Office said Monday that 26-year-old Andrew Thomas died Saturday.

Paradise Police Officer Patrick Feaster shot Thomas in the neck in November after a high-speed chase and crash.

Video from the officer's patrol car shows Feaster shooting Thomas as Thomas climbs out of his overturned SUV. Thomas then slumps back into the vehicle.

The bullet paralyzed him.

The video shows officers initially dismissed Thomas' claim that he was shot by an officer. It also shows that Feaster didn't tell his commanding officer for 11 minutes that he fired his gun.

Prosecutors have said they aren't filing criminal charges against Feaster, who fired unintentionally.

Feaster's attorney Brett Sherman declined to comment.
