The lawyer for a college student who jumped over the White House fence while draped in an American flag says his client was committing an act of civil disobedience and didn't intend to harm anyone.

Attorney Stephan Seeger also told The Associated Press on Sunday that 22-year-old Joseph Caputo was not suicidal, which the Secret Service had alleged in charging documents.

Seeger says Caputo jumped over the fence on Thursday's Thanksgiving holiday while carrying a binder with "a rewritten constitution." He says his client is "a young American that wanted to deliver a message of change." He says there were no threats in Caputo's writing.

A judge on Friday ordered a psychiatric evaluation for Caputo. The Stamford, Connecticut, man is due in federal court on Monday.
