Public records show that California firefighters drank on duty at the state fire academy, displayed sexually explicit photographs and an employee now charged with murder allegedly slapped a female cadet on the buttocks.

The allegations are contained in two complaints released Friday to The Associated Press in response to a Public Records Act request.

The complaints became public when two employees appealed their punishments to the State Personnel Board.

Assistant Chief Mike Ramirez was fired last month for drinking alcohol and allowing others to drink on duty. He's also accused of failing to take action when former battalion chief and academy instructor Orville Fleming slapped the cadet's behind.

The investigation began after Fleming was charged with murder. The documents say he displayed a partially nude photo of the victim.
