The city of Tucson is continuing a legal battle over a homeless camp organized by protesters who say city laws unfairly target homeless people.
The protesters have set up large sleeping pods on the sidewalk of a park in the middle of downtown Tucson.
City officials say they are monitoring the situation but cannot act because of an injunction issued last month that bars them from enforcing a rule that allows homeless people who sleep on sidewalks to carry only three items.
The battle continues as Thomas Perez, U.S. Secretary of Labor, visited Tucson on Thursday to participate in a count of the homeless population.
Other cities have battled with larger homeless camps, including San Jose's famed "the Jungle," which was dismantled last month.
