The fourth anniversary of the fatal shooting in Arizona that left former Rep. Gabby Giffords gravely injured will be commemorated with several events.

But a permanent memorial planned for the massacre on Jan. 8, 2011, that left six dead and 13 wounded has yet to be completed.

Organizers say they are in the final phase of selecting a designer for the memorial. It will be placed at El Presidio Park in downtown Tucson.

Giffords has founded Americans for Responsible Solutions, a pro-gun control group that raised millions for congressional candidates but has not had much success in changing gun laws . She lives in Tucson but will not participate in any public events Thursday.
