The bipartisan deal worked out by Congress to reform the beleaguered Veteran Affairs Department looks like it could very well pass both houses of Congress by the time they leave for a five-week recess Friday.
Congress also expected to take up highway funding.. and Senate action could mean funds won't dry up to take care of the nations' roads and bridges.
There are several hearings on the crisis at the southern U.S. border. Mike Emanuel gets us up to date.

More fighting in Eastern Ukraine today.. as shelling of areas there continues. Russia taking some of the blame according the U.S.. The U.S. and the E.U. are slapping on more sanctions. Again investigators have been unable to reach the crash site. The E.U. today is considering restricting Russian access to the financial markets as well. Steve Harrigan is in Kiev.
Meantime, the US says Russia violated an important arms control treaty by testing a ground launched cruise missile. Not good news for already strained U.S./Russia relations.
Attacks on Israel and retaliation against Hamas terrorists in Gaza shows no signs of letup today, as the Israeli's continue to discover advanced tunnel systems designed to allow attacks on Israel. There were 70 airstrikes overnight including one on Gaza's power plant. Israeli PM Netenyahu says Israelis should be prepared for a prolonged campaign. Meantime, Iran's "supreme leader" says Muslims from all over the world should help arm the people of the Gaza Strip. We've got Fox team coverage.
Some residents in the Sierra Foothills of Northern California are being allowed home now that a six square mile wildfire is 75% contained. The fire destroyed 13 homes and 38 other structures. It's just one of several massive fires burning in the drought-stricken West and Northwest.
