After shooting, Navy bases to prohibit access for delivery drivers convicted of felonies

The Navy is prohibiting delivery drivers from entering its installations from North Carolina to Maine if they have had a felony conviction within the past 10 years.

The commander of Navy Region Mid-Atlantic ordered criminal background checks for everyone who uses a Transportation Worker Identification Credential to gain access to a base in the region. The move comes after a civilian truck driver who was a convicted felon drove onto Naval Station Norfolk last week, walked out onto a pier and onto a warship before disarming a sailor and using her weapon to shoot and kill another sailor.

The Navy has said Jeffrey Tyrone Savage possessed a TWIC card, but had no legitimate business on base the night of the shooting.

He pleaded guilty to voluntary manslaughter in 2008.
