PHILADELPHIA – Philadelphia's top prosecutor is accusing a developer and city agencies of critical failures before a warehouse fire that killed two firefighters, but he says no criminal charges will be filed.
District Attorney Seth Williams says the New York owners flagrantly failed to pay taxes or address code violations before the April 2012 fire.
Williams also faults fire department officials for not enforcing a collapse zone before a falling wall killed fire Lt. Robert Neary and firefighter Daniel Sweeney.
His comments Monday follow a two-year grand jury investigation.
Deputy Mayor for Public Safety Everett Gillison says the city is working to secure vacant buildings, and will review other concerns raised in the report.
A lawyer representing building owners Nahman and Michael Lichtenstein did not immediately return a message.
