CLEVELAND – Turmoil in the Cleveland Police Department has hurt officer morale, invigorated a mayoral campaign and led to frank discussions about race.
The U.S. Department of Justice is looking into whether the department has used excessive force. The county prosecutor is investigating a deadly chase that ended with the deaths of two unarmed black people.
And three women escaped from a decade of captivity in May against a backdrop of allegations that police don't take rape and missing person investigations seriously.
Police are holding "coffee with a cop" sessions. Chief Michael McGrath says the department is "moving in the right direction."
Still, the troubles have distracted Mayor Frank Jackson, a black Democrat seeking a third term. Opponent Ken Lanci has campaigned on a promise to dismiss the police chief if elected.
