Authorities say a New Hampshire woman who sold drugs to a teenage driver who plowed into a group of bicyclists over the weekend and killed two from Massachusetts has been arraigned and held on $10,000 bail.

Police arrested Hampton, N.H., resident Cindy Sheppard on Wednesday. Sheppard is charged with supplying the painkiller fentanyl to 19-year-old Seabrook, N.H., resident Darriean Hess and allowing her to drive without a license.

Hess' fiance also faces a charge of letting her drive his car without a license.

Sheppard's attorney argued for a lower bail.

Hess is charged with negligent homicide. Her attorney says she's "absolutely grief-stricken."

Police say Hess was driving too fast when she ran into the bicyclists on an annual ride called the Century Ride in Hampton on Saturday.
