The White House is calling an immigration plan leaked to USA Today over the weekend a "backup" in case Congress can't come up with a plan of its own. Senator Marco Rubio calls that plan "dead on arrival." The plan would apparently allow illegal residents a "path to citizenship," but only after eight years or 30 days after everyone who applied legally is given a visa.
