Democratic Sen. Bill Nelson says he's open to Republican Sen. Marco Rubio's plan to let young illegal immigrants remain in the United States but sees problems with the still-evolving legislation.

Nelson spoke to about three dozen students at the University of South Florida on Thursday about student loans, the environment and immigration. The Florida senator is a co-sponsor of the DREAM Act, which grants a path to citizenship to young illegal immigrations who attend college or serve in the military.

Rubio is crafting a bill that would permit young illegal immigrants who came to the U.S. with their parents to apply for non-immigrant visas. They would be allowed to stay to study or work, but they would not have a special path to citizenship.
