DANA PERINO, CO-HOST: Gas prices up for the 33rd straight day. That's one reason some people want President Obama to approve the Keystone pipeline, which will carry oil from Canada to Texas, but others are opposed. Environmental activists were in D.C. over the weekend. They are worried that the Keystone pipeline would increase global warming. They hold a protest on one of the coldest days of the year.

One of them threatened to use any means necessary to stop the pipeline from happening. Listen.

(BEGIN VIDEO CLIP)

REPORTER: What do you mean you'll dismantle the pipeline?

UNIDENTIFIED MALE: We will dismantle the pipeline. We would like for any means necessary for this pipeline to not be built. Whether that means strikes through workers or by any means necessary.

REPORTER: You're not endorsing dismantling physically, a violation of the law or any kind of eco-terrorism, are you?

UNIDENTIFIED MALE: It depends on the circumstances.

REPORTER: So, that's not out -- it's a possibility?

UNIDENTIFIED MALE: Any means necessary, we mean by any means necessary. We would support it.

PERINO: I think he means business.

Eric, can you explain why the increase 33 days in a row? And why people, why gas --

ERIC BOLLING, CO-HOST: He's cool, first of all, that guy.

GREG GUTFELD, CO-HOST: Any means necessary. That means he's going to call his dad for more money for rent.

PERINO: Do you think -- it was freezing, with the wind chill, minus 20 or something like that. I mean, it is -- you have to hand it to them. They are pretty dedicated, even if they are misguided.

BOLLING: You have to remember, at least two occasion where they were doing a global warming conference, and it had to be canceled. One time for snow, one time for cold.

All right. So, here's the deal, Keystone pipeline --

PERINO: Yes, why do they take January or February --

BOLLING: Keystone pipeline will bring 600,000, or 700,000, or maybe even 800,000 barrels of crude oil to Houston refineries down there. That will help because 65 percent of the gasoline is crude oil, import price. More supply, bring the price down.

We really need more refining capacity. But once you fete that and more crude oil prices will drop. We need one blend of gasoline.

KIMBERLY GUILFOYLE, CO-HOST: Have you not been saying this? Yes. Look what happened.

BOLLING: Right now, we have 100 blends of gasoline. There's no reason to have a West Coast blend, an East Coast blend, Chicago blend, outside Chicago blend. It's summer, winter, or fall blend. It's absolute insanity. Pick one and prices will drop.

BOB BECKEL, CO-HOST: The truth of the matter is, Obama said in his State of the Union speech, we're importing less oil than we have been in long time, one.

GUTFELD: Because of fracking.

BOLLING: Two, there are -- there are a group of refineries that are down going through the more winter change over and cleaning. And we lost Hess refinery in New Jersey because of Sandy. There is something to be said about not being able to refine oil and getting gas out there. The price is going to go up.

BOLLING: Can I just address that quickly?

PERINO: Yes.

BOLLING: It's the highest price for February 9, what, 19th today, the highest starting price in history. So, whatever happens over the summer, we are starting --

PERINO: And the refining capacity issue has been that's been building for about 15 years. So, it's not like Washington couldn't deal with it in some way and get some, get ahead of it. One thing I want to get Greg's take this on.

GUTFELD: Yes?

PERINO: Because a lot of celebrities --

GUTFELD: That is true.

PERINO: Keystone pipeline is their deal. Listen to Rosario Dawson.

BECKEL: Who is Rosario --

(BEGIN VIDEO CLIP)

ROSARIO DAWSON, ACTRESS: This pipeline is not for the benefit of the American people. This pipeline is so that we can start selling to China and other places, which they say would create jobs and it's about bringing in money. But most of that money isn't trickling down to anybody.

PERINO: Are you persuaded?

GUTFELD: I am.

You know when people say that dolphins are smart as humans, I always roll my eyes. But then I hear Rosario Dawson, and I go, maybe they're right. She proves me wrong.

Look, if you could gain energy from the Hollywood stupid, you could power this world and Mars and Venus. She was talking about radioactive spills and hemp oil. She makes Daryl Hanna sound Shakespearean.

Anyway, these morons think our cars could be powered by unicorn pee and Pegasus burps.

GUILFOYLE: Have you considered that?

GUTFELD: Yes, I have. I'm working on it. They're dip sticks. I call them dip sticks because they know nothing about oil, and it goes about that far down.

BECKEL: You know, if we had -- we do have the technology to deliver natural gas to cars and buses. A lot of buses use the natural gas to get around. We have enormous amount of natural gas. There's no reason we put infrastructure in so that --

BOLLING: So, now, you're good with fracking?

BECKEL: I have no problem with fracking. I have no problem -- I didn't say the pipeline was a bad idea. I also think we need to get back to business to doing nuclear power.

PERINO: You also thought up, Bob, that one of the first acts of the new -- or the second term would be that he would approve the pipeline. Do you still think that's true?

BECKEL: I think he will. I think it will be approved.

PERINO: Well, if he has -- if he listens to one of the Democratic Party stalwart he might be persuaded otherwise. Listen to Al Gore.

GUTFELD: Oh, transition.

(BEGIN VIDEO CLIP)

FORMER VICE PRESIDENT AL GORE: Junkies find vein in their toes when the ones in their arms and legs give out. We're running out of the easy to produce oil so we're going to a tar sands junk. We need to get off this.

PERINO: Greg?

GUTFELD: Why is he interviewing in a sauna? It's strangest thing --

PERINO: It's getting really hot in here.

GUTFELD: Obama could trick everybody. Just build windmills, on top of the fracking sites, and call it a triumph of clean energy, and every celebrity will buy into it.

BECKEL: All over the country.

GUILFOYLE: What a good idea.

BECKEL: All over the country.

PERINO: Yes, but that is being --

BECKEL: The price of natural gas has gone way down and made it difficult. Sorry. Yes?

PERINO: But the regulatory situation where the reviews and the state local, and especially the federal level is not allowing to us have potential we could and the jobs that it could.

What I hear, Kimberly --

GUILFOYLE: Yes?

PERINO: -- let's get you in here, when Al Gore speaks about this issue, it seems like spoken like a true billionaire, who's never going to have to worry about money for the rest of his life. But people -- families who are dealing with the gas prices up 33 days in a row --

GUILFOYLE: Yes.

PERINO: -- on earliest day of the season, I mean, those families are worried.

GUILFOYLE: People have become justifiably intolerant of this. I mean, Obama needs to show the leadership that Bob Beckel believes that he's going to have and put this through. I mean, really, there isn't a good reason not to. Just because there are some freaks out there protesting.

You know, the one thing he may try to do is a trade off is do carbon tax that Republicans are never going to put it through.

BECKEL: You know, the fact is that there are natural gas fracking wells that are kept now, because they can't sell it because it's below the market price.

BOLLING: Let me point something out. You guys were against fracking for the longest time.

GUILFOYLE: Now, you like it/

BOOLLING: Bob --

BECKEL: I was not against fracking.

BOLLING: -- Robert Beckel -- I don't know about Bob. But I'm saying the liberal left is against fracking. There's environmental concern.

PERINO: Well, remember Matt Damon --

(CROSSTALK)

GUTFELD: They were putting it off before the election so Obama wouldn't tick off the environmental side.

BECKEL: I spent time learning about it from Danny Hart (ph) of West Virginia. And I learned about it and I think it's a good thing.

PERINO: Remember, the movie Hollywood, but the Matt Damon -- the movie that Hollywood produced, Matt Damon, what was called -- was anti- fracking, then there was a different documentary created. It's "Frack Nation" which I highly recommend, because I think a lot of people could be persuaded.

I want to show one thing. A map of the United States, there are pipelines that exist in the United States. There's all the pipeline. And then add the Keystone pipeline to that, and it really is not that much more of -- I can't see that. I actually have very good eyesight. I can't even see that. But trust me.

GUTFELD: Whenever there is a crisis, the media always says women and minorities hit hardest. You know, whether it's a storm, whether it's homelessness, but never with oil. They never say when gas prices hit really high, they never say, you know, the poor is hit hard.

PERINO: It definitely hurts the single mom the most.

GUILFOYLE: It does.

GUTFELD: They don't say, because protesters don't care, because the protesters aren't poor. They are subsidized by their parents. They don't pay their bills. It's about egos.

PERINO: You what I love?

GUILFOYLE: And women are making those auto purchasing.

PERINO: I like this -- I have a really good thing and we have to go because it's great point, but this is -- the chant was, President Obama, we don't want no climate change drama.

That was their line.

GUTFELD: That's nice.

GUILFOYLE: Oh, boy.

PERINO: And they need a grammar coach, too.
