CAVUTO: So, they whine about cuts, we just pick up this buzzer...

But we -- we have this buzzer, as you've already heard. And this is how it's going to work. I'm going to use it constantly now. Every time someone says something over the top, we're going to...

What happens is, you say something emotional and over the top -- both sides do it -- that has nothing to do with the reality. They know it has nothing to do with the reality. They know the things they are citing have nothing to do with reality. And nothing gets done.

And just today, just today, we were hearing more blustering as the votes over the cutting were getting closer. This is just today.

SEN. HARRY REID, MAJORITY LEADER, D-NEV.: Republicans tried to use the budget to kick little boys and girls out of pre-kindergarten programs.

(BUZZER SOUNDS)

VAN HOLLEN: The Republican budget rips apart...

How can you advance the ball if -- if you do that kind stuff? How is any politician ever going to try to be bold, if he or she knows coming out the gate they're going to be ripped apart?

Well, we are going to try to buzz them before they are.
