This is driving me crazy, pardon the pun. These insane car chases happening all around the country, putting thousands of Americans in danger.

Now on Wednesday, 23-year-old Felix Stiglbauer stole a car in Los Angeles and led police on the usual highway chase. The guy is going to be charged with a variety of offenses. He knew he was going to get caught. You never get away with stuff like this.

But will he be punished? That's the key question.

Now Stiglbauer's apparently a drifter with a low-level criminal history. That kind of person that prosecutors routinely ignore. And that's why this kind of stuff happens over and over and over again.

If the so-called justice system would incarcerate these car maniacs, the message would go out: Do it and go to prison. So there'd be fewer of these things because as I said, the criminals rarely get away.

Now yesterday in Miami, same thing. 23-year-old Jason Kertesz led police on a chase all over Dade County. Kertesz has not yet been charged and has an extensive criminal record with a drug history. He wouldn't get out of the car. They had to drag him out of the car.

Now obviously these low-level offenders are allowed to keep reoffending. And soon, somebody's going to get killed. So here's what we're going to do:

"Talking Points" will track Stiglbauer and Kertesz through the system. We will tell you exactly what happens to them, what they plead to, what their sentence is, and who the judge is. And that way, everyone will know how the system handles people on both coasts who disrupt communities, endanger innocent drivers and pedestrians, and endanger the police.

This will be an interesting experiment. We'll track the case every step of the way and report back to you what happens to those guys.

And that's "The Memo."

The Most Ridiculous Item of the Day

The fight back continues on the part of the White House. Friday in Orlando, Vice President Cheney went after his political opposition.

DICK CHENEY, VICE PRESIDENT OF THE UNITED STATES: The leaders of the Democratic Party have decided to run on the theme of competence. If they're competent to fight this war than I ought to be singing on "American Idol."

I'm trying to picture that. I wonder what tune he would select. It might be ridiculous.
