SEAN HANNITY, HOST: Welcome back to the special edition of "Hannity." We are live at the Reagan Library in Simi Valley, California tonight. And we are kicking off our "Conservative Victory" Tour, defeating Obama's radical agenda in a state that could elect a Republican to the United States Senate for the first time in almost three decades.

(CHEERS AND APPLAUSE)

And I'm now joined by two of the GOP hopefuls that are looking to take over the seat currently held by Democrat Barbara Boxer, we're joined by the former CEO of Hewlett-Packard and former adviser to John McCain, Carly Fiorina is with us.

And also here is Chuck Devore, who is a member of the California State Assembly.

(CHEERS AND APPLAUSE)

HANNITY: And by the way, so everybody knows, we did extend an invitation to former Republican Congressman Tom Campbell who is also in the race but he declined our invitation to be here tonight.

Guys, welcome — welcome to the program.

SENATE CANDIDATE CARLY FIORINA, R-CALIF.: Thanks for having us.

SENATE CANDIDATE CHUCK DEVORE, R-CALIF.: Good to be here.

HANNITY: All right, Barbara — we watched what happened in Ted Kennedy's old seat in Massachusetts. We watched what happened to Bob McDonnell in Virginia. Jon Corzine gets booted as governor from the great state of New Jersey.

Can Barbara Boxer — is Barbara Boxer up for a defeat this year?

FIORINA: Yes.

DEVORE: Absolutely.

(CHEERS AND APPLAUSE)

HANNITY: You think so?

FIORINA: Well, first of all, if I can just say how cool is this? I mean, I've never sat under Air Force One before. This is totally cool. Thank you for having us.

HANNITY: It's great.

FIORINA: This is something Chuck and I can agree on. Barbara Boxer is headed for defeat in November, absolutely.

(CHEERS AND APPLAUSE)

DEVORE: Yes, absolutely. Barbara Boxer has been on Capitol Hill now for 28 years. And she is not a person who believes that the central role of government is to secure our unalienable rights. She's out there trying to grow government with all this money borrowed from China. We can't sustain it. And our children and our grandchildren can't afford it.

HANNITY: Do you see what China now is actually suggesting that if we sell arms to Taiwan?

FIORINA: Yes, well —

HANNITY: That they might start selling off our debt?

DEVORE: Right.

FIORINA: For the first time in our history foreigners own more of our debt than Americans do.

HANNITY: It's frightening.

FIORINA: And China and Japan trade places for number one and number two debt holders. But you know, Sean, you did a really important special here in California several months ago. Many months ago now. You talked about the water situation and how —

(CHEERS AND APPLAUSE)

FIORINA: You did a service to the nation. Because what people saw in that special was the callousness of out-of-touch government. And it's more than Barbara Boxer being a tax and spend liberal, she is that. But she is also a person who has refused to lift a finger, to help the poor people of Central and San Joaquin Valleys. She has refused to turn the water back on.

And an example of utter corruption, two Democratic congressmen in this state got the water allocation increased for their vote on the health care —

HANNITY: So they're turning in the water for their vote.

FIORINA: I mean the cynicism.

HANNITY: Yes.

FIORINA: The cynicism of that. That is what Ronald Reagan used to call the Washington buddy system. Ronald Reagan talked about it and it is alive and well in Washington, D.C. And Barbara Boxer is a huge proponent of it, which is why she's got to go.

DEVORE: Right. And it isn't just water.

(APPLAUSE)

DEVORE: It isn't just water. It's also carbon dioxide. And you've seen this with the cap-and-trade effort that Barbara Boxer led unsuccessfully all last year, burning through staff because she's rumored to be not exceptionally nice to work for. As maybe you could see when she addresses a general saying don't call me ma'am, call me Senator, I work so hard for that title.

(LAUGHTER)

HANNITY: Yes.

DEVORE: The fact is that with both carbon dioxide and with water, the reason why the progressive left, why the statists are so focused on those two commodities is that you can't do anything without those two things being involved.

Your job, your — where you live, how you live, how you get to work. That is their avenue to power. By claiming that unless we eviscerate our economy in service of reducing carbon dioxide emissions that somehow we're going to destroy the planet, we have to give all of our freedom and power over to them.

And same with the water in the Central Valley. There are two sides of the same coin.

HANNITY: All right. Let me — look, I'm not going to get involved in your primary race here and you guys really aren't here to debate tonight. But one — either one of you will be the Republican candidate running against Barbara Boxer.

Just real quick. Where do you see some differences between the two of you?

FIORINA: Well, first of all, you wrote a very important book and it's called "Conservative Victory." And I think a conservative victory over Barbara Boxer is quite important.

Chuck and I have a primary opponent in this race, Tom Campbell, who's not a conservative.

HANNITY: Yes, let's attack the guy that's not here. I like that —

FIORINA: No.

(LAUGHTER)

HANNITY: I'm kidding.

FIORINA: So let me just start out by saying. If Chuck Devore wins the primary I'll support him and I hope if I win the primary he will support me —

DEVORE: Absolutely.

FIORINA: Because we do —

(APPLAUSE)

I've never run for political office before. I believe by, for and of the people means a citizen government. I think that's what our founding fathers intended. And I think we have way too many people in Washington who have been there way too long.

HANNITY: Yes.

FIORINA: Twenty-eight years is way too long. But I've grown up in the real world. I've created jobs. I've met a payroll, I've balanced a budget, I've cut billions of dollars worth of expenditures. And everything the U.S. Senate is doing right now has a direct impact on our economy, on every family in this country. On every business in this country. And I think I understand something about that.

HANNITY: I'm worried America may lose its AAA bond rating. I'm worried —

FIORINA: I think that's a legitimate fear.

HANNITY: You know, I never thought I would be that concerned that our kids may not have a better future than we have. I've always felt I stood on the shoulders of my grandparents and my parents. But I want to give Chuck the last word here. You —

DEVORE: Well, first of all, let's be clear. Any of the three Republicans running would be a darn sight better than Barbara Boxer.

(APPLAUSE)

DEVORE: That having been said, I worked for 13 years in aerospace industry before I was elected to the California State Assembly. So I too have corporate experience. I'm also a lieutenant colonel in the U.S. Army Reserve.

(CHEERS AND APPLAUSE)

DEVORE: And when it comes to the issues, I think there are some distinctions that voters need to know about. For example, the confirmation of Sonya Sotomayor to the U.S. Supreme Court. Barbara Boxer, Carly Fiorina, Tom Campbell, all said yes.

FIORINA: Sean, you know that's not true.

DEVORE: Well, actually you were on the record as saying that you supported her.

FIORINA: You know that's not true.

DEVORE: Another issue is the bailout of Wall Street. When Carly Fiorina was the chief economic adviser to John McCain —

FIORINA: Also you know that's not true.

DEVORE: — she said on MSNBC that she was in favor of the bailout of Wall Street. She was promoting it.

HANNITY: Oh boy, a fight's about to break out. What is that 11th Commandment that Ronald Reagan...

DEVORE: It's about issues, not personalities.

HANNITY: These are important things. And I — we invited you both on the program.

FIORINA: It's important to know that Chuck and I have been over this ground many, many times. I am on record many, many times not supporting the bailout. The thing that I would just leave this with...

HANNITY: We can call this "Fiorina & Devore," sort of like "Hannity & Colmes."

(LAUGHTER)

FIORINA: You know, there is — there is a difference. You talked about a party losing its way. And I think that's really important. The truth is, there are many things that Chuck and I agree on. And the truth is, there are many things that Barbara Boxer and Tom Campbell agree on.

HANNITY: Alright, you get the last 15 seconds. We've got to — we've got to break.

FIORINA: They're both...

DEVORE: I think the key thing in this race...

FIORINA: ... pro tax and pro (INAUDIBLE).

DEVORE: Who is who the proven conservative? I have a six-year voting record in Sacramento. I worked for Ronald Reagan. I was his youngest White House appointee in the Pentagon. I'm a lieutenant colonel. I've served my country. And I can take the fight to Barbara Boxer, and I can beat her in November.
