A judge has blocked the Texas Department of Public Safety from enforcing rules that prevent immigrants from obtaining driver's licenses and identification cards.

Judge Orlinda L. Naranjo ruled Thursday that the department acted outside its authority when it adopted rules that deny cards and licenses to people with visas valid for less than a year.

The Mexican American Legal Defense and Educational Fund had sued for a temporary injunction on behalf of five immigrants and a Lewisville landscaping business that employs seasonal foreign workers.

The fund says the workers, whose jobs required driving, couldn't get a license under the new rules because of the time limit on their visas.

The public safety department didn't immediately return a call seeking comment.
