BILL O'REILLY, HOST: In the "Week in Review" from the "Ingraham Angle" segment tonight, three topics, beginning with the octuplet scandal in California. We have some new information for you.

John Wagner, the head of the California Department of Social Services, e-mailed us to say that he will oversee the welfare of the eight babies born to 33-year-old Nadya Suleman, who left the hospital today. We appreciate Mr. Wagner's decision.

Joining us now from Washington, FOX News contributor Laura Ingraham, who is following this story.

You can look at this from many, many ways, but I believe that these children are at risk. They're at risk physically. Most doctors say they're going to have health problems throughout their lives. And certainly 17 people living in a three bedroom house, I mean, what are you going to do there? How do you see it?

LAURA INGRAHAM, FOX NEWS CONTRIBUTOR: Well, Bill, I called up a priest friend of mine today because I wanted to see, you know, how was he thinking about this, and he actually made this point. He said, look, when you deny nature and you are in this mindset that it's our choice and it's our convenience, and we have to — man has to be able to control the reproductive process, this kind of stuff is going to happen.

I mean, you're going to have scenarios where women get embryos and plant them. Maybe it's not eight. Maybe it's five. We don't really know how many were implanted here. And there will be multiple births. And they'll be people who can't take care of the kids.

I mean, and so it — the fact that this has happened, it makes a lot of headlines and it's really sad for the kids probably. But what's worse it would have been better if the kids were selectively reduced. I mean, there's something wrong with this scenario when the moral choice…

O'REILLY: Well, what's wrong with this scenario, the moral choice in some quarters is…

INGRAHAM: In some quarters…

O'REILLY: OK, look.

INGRAHAM: ...to have aborted these kids.

O'REILLY: You have a moral choice that is created artificially, all right? That's No. 1, because in Great Britain…

INGRAHAM: Right.

O'REILLY: ...you can't have this. It's only two embryos. That's it, all right. We should have that law in the United States.

INGRAHAM: Right.

O'REILLY: In the state of California, there are no laws about anything. You can do whatever you want in a fertility clinic.

INGRAHAM: Well, that's true, yeah.

O'REILLY: All I'm asking right now is that we protect these babies and the other six children under the age of 8. Fourteen children, that's all.

INGRAHAM: Well, Bill, where do you — right, but OK, but what I'm saying to you is if you go down this road with these kids, and obviously we hope for nothing but the best for these children. They're going to have probably a difficult time, but we don't know. We don't know. You better be prepared to go down this road with other single mothers.

O'REILLY: Not if you make…

INGRAHAM: Inner-city situations.

O'REILLY: Wait, this is different.

INGRAHAM: Well, Bill, why not? Maybe single mothers who, you know, shouldn't be having kids, or seem a little mentally you know, off…

O'REILLY: You can't do that in a free society.

INGRAHAM: Now what are we going to do with them?

O'REILLY: What you can do in a free society is this. You can regulate fertility clinics, that's No. 1. You can do it. You can establish laws like they have in Great Britain. You can do it. No. 2, when somebody abuses their children, as this woman has, in my opinion, you don't create 14 babies, 14, when you're broke and have no money.

INGRAHAM: Well, we — don't we — right. But Bill, couldn't this have been — I think I read something that this could be Mexico. This could have happened in Mexico.

O'REILLY: No.

INGRAHAM: I don't think we know where this happened.

O'REILLY: Her spokesperson — she now has a spokesperson…

INGRAHAM: Yeah.

O'REILLY: ...says it didn't.

INGRAHAM: Is that right?

O'REILLY: So the state of California, because of their dereliction, Laura, because they don't have any laws at all, the state of California now is responsible for these 14 children. Not the mother. The mother's a nut. The mother is something wrong with her.

INGRAHAM: Right.

O'REILLY: No normal person does this.

INGRAHAM: Well…

O'REILLY: All right? So it's now the state of California's responsibility.

INGRAHAM: Well, you have to — that means…

O'REILLY: Right.

INGRAHAM: Right. Well, now that you — that gets in the business of telling women what they can do with their bodies.

O'REILLY: Oh, no.

INGRAHAM: Remember the whole Roe v. Wade culture though, Bill, brought in this mindset where you can't dictate to them…

O'REILLY: I know you're making this analogy to abortion, but it isn't the same. There is such a thing.

INGRAHAM: No, it stems from this culture of manipulation. It stems from this whole culture…

O'REILLY: It may stem from that.

INGRAHAM: ...that it's not about nature, it's about convenience. Yes it does.

O'REILLY: OK, that's fine and…

INGRAHAM: It just — this stems from that mindset…

O'REILLY: Theoretically, you're probably right, but I'm interested in these 14 kids, and I'm going to demand the state of California protect them.

Now on to JFK Jr. (sic) I'm just — I'm not taking cheap shots at this guy, but it just shows you how the environmental movement in this country, how passionate they are. Roll the tape.

UNIDENTIFIED MALE: I just reflect back upon a meeting in Clear Lake a few years ago, and a quote that I recall that would be, I believe actually this would be exact large scale hog producers were a greater threat to the United States and democracy than bin Laden's terrorist network. Is that an accurate quote?

RFK JR.: I don't know if that's accurate, but I believe it and I support it.

O'REILLY: Wow. What say you to those hog guys? Got to watch them.

INGRAHAM: Yeah, well, RFK Jr., Bill, is at least being honest. He actually does believe that.

O'REILLY: Yeah.

INGRAHAM: I mean, a lot of liberals won't go as far as to say that. He thinks we are the problem. The U.S. of A, we're the problem. We're the polluters, we have these big meat processing plants, and we should all be on sustainable farms, small farms. And we should all live in the cities because we need an ecologically sustainable environment. RFK Jr. has a lot of crazy ideas. And remember, he's the same guy who bragged about doing drugs with Mick Jagger a few years back.

O'REILLY: All right.

INGRAHAM: So I mean, I don't know what the deal is with him but come on.

O'REILLY: RFK Jr., he helped clean up the Hudson River and he did a great job there. Now the…

INGRAHAM: Well, great, but this is insane. This is insane.

O'REILLY: I know, it is insane. I'm just — you know, we balance here. We're fair and balanced, Laura.

INGRAHAM: OK, all right.

O'REILLY: The Kingsmill Resort and Spa in Hot Springs, Virginia, there is a big crew coming in. All right, who's coming in?

INGRAHAM: Oh yeah. We've got the Democrats going down there this weekend, Bill, for a big retreat right after grandstanding against corporate execs who get bailout money going on their employee bonus vacations. Now they're going down there and they're saying well, look, we're taking a chartered Amtrak, and yeah, we have security like the helicopters following us. Well, it's going to cost some money, but we aren't going to have lobbyists at our retreat. And the Republicans, you know, had a similar retreat a week ago or a couple weeks ago and they had some lobbyists there.

Look, the whole point of this is the American people are watching this nightmare on Capitol Hill unfold with this spendulus bill. And what they're asking themselves, I think, is well, why can't they just meet in Washington? Why do they have to go where there is the spa? You know, this is ridiculous.

O'REILLY: Well, you didn't — unlike you, you didn't really give the Democrats the real cross, the right cross. Taxpayers picking up some of this money on this spa retreat that they are having.

INGRAHAM: Of course.

O'REILLY: But not for the Republicans.

INGRAHAM: Who do you think's paying for it?

O'REILLY: The Republicans let the lobbyists pay. But the Democrats, as you point out, don't want the lobbyists. They want the taxpayers to pay for the spa.

INGRAHAM: Much more noble that way, Bill.

O'REILLY: Spa.

INGRAHAM: Yeah, much more noble to have $700,000 in the ultimate costs.

O'REILLY: You should go. You should go to that spa. You should go as…

INGRAHAM: I'm thinking of actually going. I want to see Chuck Schumer in a seaweed wrap.

O'REILLY: They'd love to see you.

INGRAHAM: Because yeah, seaweed wrap for — I just wanted him to be in a joint group seaweed wrap.

O'REILLY: Look, I would love to see Barney Frank in the seaweed wrap, all right, Laura? There we go.
