Seattle City Councilman Tim Burgess says the shooting death of a 15-year-old Friday near Garfield High School demonstrates that the city has a "gang crisis."

Burgess says Seattle is awash in illegal guns that are available to teens.

The Seattle Post-Intelligencer reported that five teens have been shot and killed in the city in the past 10 months.

The dead 15-year-old was identified as Quincy S. Coleman, who had a criminal history and gang connections.

Prosecutors recommended a year in juvenile detention for Coleman in September in a burglary case, according to the Post-Intelligencer. Instead, he was released.

On Friday the city council will discuss the mayor's $9 million proposed Youth Violence Prevention Initiative.
