MOSCOW – The Russian Cabinet (search) is about to face a no confidence vote in parliament.
The motion stems from social welfare changes that have triggered massive street protests. The no-confidence measure needs to get a simple majority to clear the lower-house of parliament but Kremlin leaders are confident it will fail.
At the heart of the issue is a Putin (search) government welfare-reform package that replaced benefits such as free public transport and subsidized medicines with cash payments. Protesters say the new monthly payments don't go far enough.
