Wayne Allard’s 51 percent win in Colorado last Tuesday cannot be traced to a single reason, but the FOX News/Opinion Dynamics Election Day Poll does offer some interesting insights.

For example, most Colorado voters told us that the main factor determining their vote for senator was "personal character and experience" (28 percent) -- not national or state issues and not political party. And among these character-driven voters, nearly three of four (74 percent) voted for Wayne Allard. Allard was also able to capture the bulk of senior voters (53 percent) -- a constituency that often trends Democratic and always turns out to vote.

President Bush’s strong favorability rating in Colorado gave Allard a boost as well. Fully two-thirds of our voter sample (66 percent) gave the president a favorable job rating -- and Allard got three-quarters (75 percent) of those voters.

While it’s clear that economic issues were on the minds of Colorado voters, it’s equally clear that they were not assigning inordinate blame to Republicans. In fact, Allard even captured one-quarter of those who felt the economy was a higher priority than terrorism and national security. Moreover, among the 52 percent of Colorado voters who thought the U.S. economy was in "only fair" shape, 50 percent of them voted for Allard.

All in all, it appears that issues -- which may have favored Democrats -- mattered less than more abstract considerations like character. In the absence of a fight over issues, the race in Colorado became a referendum on the personal qualities of the candidates and the presidency of George W. Bush. That was enough to give a win to the GOP.

As part of our You Decide 2002 coverage, FOX News conducted Election Day polls in 10 states with key U.S. Senate and Gubernatorial races.

The polls were conducted by Opinion Dynamics Corporation in the following states: Arkansas, Colorado, Florida, Georgia, Minnesota, Missouri, New Hampshire, New Jersey, South Dakota and Texas.

In each state, a random sample of approximately 900 voters and likely voters were contacted via telephone on Election Eve (Monday, Nov. 4) and throughout the day and early evening on Election Day (Tuesday, Nov. 5). The margin of error for each state poll is ± 3 percentage points.
