The Beltway Sniper strikes again, killing a woman with one shot in the parking lot of a shopping center. The victim was identified as Linda Franklin, 47, an FBI intelligence analyst from Arlington, Va.
• Although President Saddam Hussein faces no challenger in the presidential referendum, the government is pushing for the highest percentage of "yes" votes to paint Saddam as a popular leader in a rebuke to the United States.
• The Pentagon is preparing and positioning U.S. forces in ways that suggest they soon will be able to move swiftly against the Iraqi regime, although President Bush says war is neither imminent nor inevitable.
• Israeli Prime Minister Ariel Sharon is ready to hear about U.S. plans to block a possible Iraqi missile attack on Israel in the event of a military confrontation with Saddam Hussein.
