Immigration is going to become a bidding war between President Bush trying to get the Hispanic vote and the Democrats trying to offer even a wider amnesty in order to win the Hispanic vote.

FRED BARNES, HOST:  You know what President Bush has learned the value of just in the last few weeks?  The veto threat.  He threatened a veto on Patients' Bill of Rights, got his way on that in the House.  He threatened a veto on the farm bill and got Senate Democrats to chop off $2 billion.  He's threatened a veto on that Mexican truck thing.  I think he's going to win on that.

You know the real test?  All those spending bills in September.  That'll be the test.  All right.
