Sen. Hillary Rodham Clinton, D-N.Y., is cosponsoring a bill that would require people pushing for pardons to register first as lobbyists.

The legislation was introduced by Sen. Arlen Specter, R-Pa., who held hearings on President Clinton's controversial pardon of Marc Rich. The bill also would require presidential libraries to disclose the names of all contributors who give $5,000 or more.

The New York Post reports Mrs. Clinton even helped write Mr. Specter's pardon legislation, urging him to, "ensure that someone shaking hands with the president along a rope line isn't considered lobbying." By the way, the measure would not be retroactive and would not cover pardons issued by Sen. Clinton's husband.

Coming soon to a college near you: a road show by the man who stirred up controversy with an ad condemning the idea of reparations to blacks for slavery. David Horowitz says he will go to as many campuses as he can, "until the campuses are liberated."

By the way, 81 percent of those surveyed in a Fox News Opinion Dynamics poll believe the U.S. should not pay reparations for slavery. 11 percent favored reparations.

The New Minority?

New census figures show that non-Hispanic whites have become a minority in California. Whites account for a little less than half the Golden State's population — down from 75 percent a decade ago.

The development could complicate life for the San Diego City Council, which wants to put an end to the term, "minority," out of concern the word may seem insensitive or demeaning — especially when applied to women or ethnic groups.

Now, it turns out, every major racial and ethnic group in California is technically a minority.

Closing the Doors?

Democrats, who generally oppose President Bush's tax cuts, may want to rethink the issue a bit. It turns out that the venerable National Democratic Club, a Washington manse often used for party fundraisers and meetings, may get shut down by Washington, D.C. officials.

The reason: the club owes more than $120,000 in unpaid taxes for the years 1999 and 2000. Although the organization isn't officially affiliated with the Democratic Party, four elected Democrats do serve on its board.

Just Trying to be Helpful

The Virginia welfare system has a cyber-mess on its hands. The state sent a flyer to 200,000 Medicaid recipients, offering a telephone hotline for educational information.

An unfortunate typo sent Medicaid recipients instead to Miss Cleo, a tarot card reader, who promises to solve problems of life, love and money for a nominal fee of $4.99 an hour.

Says, Medicaid recipient Linda Sue Widener, "I'm a saved, sanctified, filled with the Holy Ghost Christian saved by the grace of Jesus Christ, and there's no way I'd call crap like that."
