GENEVA — Talks between Russia and Georgia to build on the cease-fire that ended their summer war appear to have broken down.
The delegations from the Russia and its allies in the breakaway Georgian regions of Abkhazia and South Ossetia have left the talks. Members of the Georgian delegation say the Russians did not turn up for a scheduled plenary session. They spoke on condition of anonymity Wednesday because the talks were confidential.
U.N. spokeswoman Elena Ponomareva says the two sides have stopped talking in Geneva.
Delegations that had scheduled concluding press conferences for the evening announced that they would hold them earlier.
