List of Bush's Demands

In an address to a joint session of Congress Thursday night, President Bush said evidence points to suspected terrorist Usama bin Laden's militant organization as responsible for the Sept. 11 terror attacks on New York and Washington and that by "aiding and abetting murder, the Taliban regime is committing murder."

Bush demanded of Afghanistan's ruling Taliban:

The delivery to U.S. authorities of all the leaders of bin Laden's al Qaeda organization in Afghanistan

The release of all foreign nationals being held by the Taliban

The immediate and permanent closing of terrorist training camps in the country

Granting the United States "full access to terrorist training camps, so we can make sure they are no longer operating"

Bush said: "These demands are not open to negotiation or discussion. The Taliban must act and act immediately. They will hand over the terrorists, or they will share in their fate."
