WASHINGTON —  The foreign ministers of the United States and South Korea said Wednesday that patience is running out over North Korea's failure to hand over a promised declaration of nuclear weapon efforts.

Secretary of State Condoleezza Rice urged Pyongyang to provide a list that was due at the end of last year. The late declaration has bogged down six-nation disarmament talks. Her South Korean counterpart, Yu Myung-hwan, told reporters at a joint news conference that time and patience were wearing thin among negotiators.

Rice, responding to a question about allegations that the North had transferred nuclear technology to Syria, said that Pyongyang's declaration must disclose all proliferation activities.

Negotiators also want the declaration to address U.S. claims that North Korea had a clandestine uranium enrichment program.
