NEW YORK —  President Bush on Tuesday condemned the beheading of American hostage Eugene Armstrong (search), telling interim Iraqi Prime Minister Ayad Allawi (search), "We will not allow these thugs and terrorists to decide your fate and decide my fate."

Bush met with the Iraqi leader during an annual gathering of the United Nations General Assembly (search). He said the United States expressed "heartfelt condolences" to Armstrong's family.

"We all stand in solidarity with the (remaining) American that is now being held captive," Bush said.
