LOS ANGELES —  Rachel Love Fraser (search), a 27-year-old construction company clerk who was transformed from a Plain Jane with bad teeth to beauty contest winner, was named "The Swan" (search) last night.

The young woman from Sammamish, Wash., was crowned on the final night of "The Swan," the surprise hit show that turned surgical makeovers into a competitive sport.

Beth Lay of Milton, Wash., and Cindy Ingle of San Diego were runners-up in the field of nine finalists who underwent radical plastic surgery, intense psychotherapy, dental work and physical training during the show's eight-week run.

"All three of them were very deserving . . . I would have been happy had any of them been 'The Swan,' " said Nely Galan, who created the Fox reality hit.

"But in my opinion, Rachel came from a very hard place emotionally." She weighed 190 pounds pre-makoever," he noted.

"So Rachel made a dramatic transformation inside, dramatic transformation outside," Galan added. "Now she's completely confident."

For the record, Rachel had a nose job, lip enhancement, chin implant, brow lift, breast lift, liposuction in five different places and major dental work.

She entered "The Swan" with a severe "open bite," meaning her upper and lower front teeth didn't meet when biting down.

"I'm excited she won because it was one of my big deals [challenges]," said "Swan" dentist Sherri Worth, a former UCLA cheerleader.

"Overall, she looked like a runway model, absolutely fantastic."

For winning the unusual beauty pageant, Rachel got $50,000 cash, a new car, a $30,000 diamond necklace, two vacations and a $25,000 full-length mink coat.
