In March 2010, the Congressional Budget Office (CBO) and the Joint Committee on Taxation estimated the costs of the healthcare bill (the Patient Protection and Affordable Care Act and the Reconciliation Act). According to the CBO, the healthcare bill will have a gross cost to the federal government of $938 billion over 10 years. That is the gross cost of the provisions to expand health insurance coverage over the period of FY2010 through F 2019. The major costs come from tax credits to help lower-income households buy coverage and an expansion of the Medicaid program for the poor.
