The league appears ready to jump back in to America's second-largest city. That the Raiders are hesitant could signal where they think they stand in the rumored three-team pecking order.
After all, reports from this month's owners meeting suggest the Raiders trail both the Chargers and Rams for relocation approval. To make matters worse, those two teams could ultimately execute the Raiders' original L.A.-area stadium plan.
A momentary pause makes sense, then. It'd allow the team to regain leverage, field offers from Oakland again (and perhaps, San Antonio), and readjust its finances and maybe even its ownership structure.
